His career includes leading major-crimes investigations, multidisciplinary teams, multi-agency operations, and responses to incidents requiring sound judgment, coordination, and accountability.
Brad earned a Master of Arts in Security Studies with distinction from the Center for Homeland Defense and Security at the Naval Postgraduate School. He received the Curtis H. “Butch” Straub Achievement Award for Academic and Leadership Excellence, and his award-nominated thesis, Cyberbiosecurity Threat Forecasting to Highlight Vulnerabilities in the Bioeconomy, examined how converging cyber, biological, technological, and geopolitical threats could affect healthcare, biotechnology, agriculture, critical infrastructure, government, and public safety. He also holds a Biosecurity certificate from BlueDot Impact, strengthening his expertise in biological risk, emerging technologies, and global health security.
A former U.S. Army Cryptologic Linguist and graduate of the Defense Language Institute’s Arabic Language Program, Brad combines operational leadership with experience in intelligence analysis, homeland security, strategic foresight, critical infrastructure resilience, and biosecurity governance. His published work in Police1 and IACP’s Police Chief magazine explores cyberbiosecurity, emerging investigative blind spots, and the potential for digital interference to create physical, medical, biological, and public-safety consequences.
Through Hybrid Public Safety Solutions, Brad works directly with a select number of public- and private-sector clients. He provides executive threat briefings, cyberbiosecurity and insider-risk assessments, tabletop exercises, AI governance strategies, and practical readiness frameworks designed to help leaders identify overlooked vulnerabilities, anticipate cascading consequences, and make informed decisions before emerging threats become operational crises.
Jim Whitney is a senior fire and EMS executive, homeland security strategist, educator, and public safety leader with more than 30 years of experience managing complex, high-consequence operations. His career includes frontline service as a firefighter and paramedic, emergency medical services administration, executive command, regional preparedness, workforce safety, labor leadership, and continuity planning.
Jim has helped guide emergency operations and responder-protection strategies during major public health incidents, including the earliest stages of the COVID-19 pandemic. He also brings experience in public-sector governance as an elected fire commissioner, providing him with a practical understanding of executive accountability, policy development, organizational risk, and community expectations.
As a consultant and facilitator, Jim helps public safety agencies, government leaders, healthcare partners, and other high-reliability organizations strengthen all-hazards preparedness, operational resilience, crisis leadership, interagency coordination, and EMS system strategy.
Jim holds a Bachelor of Science in Fire and Emergency Management from Purdue University and a Master of Arts in Security Studies from the Center for Homeland Defense and Security at the Naval Postgraduate School.
